The effect of Bill HB 589 for your operational budget

Expedited Courier Group, along with all other courier businesses in Maryland, is lobbying to have a new bill passed. This bill will allow us to better serve all of our customers, while maintaining low operating costs for our business. This bill, HB 589, will expand the services a courier can provide. It will allow couriers to deliver not only documents, but packages, products and goods.

The current bill was enacted in a time where internet use was very low. During this time, e-mail was not being used and all mail and documents were being delivered via courier. Now, with e-mail and other forms of digital distribution, hand delivered documents are at an all time low. There is no longer a great demand for document delivery because the internet allows for free, instant, mass distribution. As a result, courier businesses need to expand their services. However, they cannot do this unless HB 589 gets passed.

The men and women who deliver packages at Expedited Courier Group are contract workers. This means they are not paid hourly. Their pay is based on their ability to perform the most amounts of jobs they can, while doing so at a low cost. During a time when courier companies from other states were taking over the Maryland market, it was determined that workers who were paid solely on commission would not only be more cost efficient, but also perform much better than hourly employees. Now, due to increased internet and e-mail, their jobs are diminishing.

The Department of Labor, Licensing and Regulation is going to try to stop this law from being passed. They are afraid that other companies will reclassify their workers, which will take away their driver unemployment. However, these companies are very different from ours. They use commercial vehicles and scheduled routes. Our couriers determine the best way for themselves to deliver packages. This is because they are in business for themselves. They pay for their own transportation costs and are responsible for their timeliness, not the company.

We are informing you about this bill because we want our clients to be aware of what is going on. We are doing everything we can to get this bill passed.
